Logan Scherer, 9, was killed in a vehicle crash in 2016. The police arrested Gregory Andriotis for vehicular homicide; they said he was driving distracted.
In mid-December Representative Jackie Toledo announced HB 107. The bill gives officers the ability to pull over a driver for touching their phone regardless of the reason. It is an across the board hands-free ban.
According to The Governors Highway Safety Association, 16 states, D.C., Puerto Rico, Guam and the U.S. Virgin Islands completely prohibit drivers from using hand-held cell phones while driving.

When I was growing up the holidays meant a lot of travel. My family, like 107 million Americans, traveled from Dec. 23 - Jan 1. Having 3 older brothers, it was always a magic trick getting our large family into a car in any kind of timely fashion. We spent Thanksgiving and Christmas with family in Kansas City, about an hour away from home in Topeka. I fondly recall traveling to see the KC plaza lights on Thanksgiving night or falling asleep in the car on the way home from the Christmas Eve party and waking up in my bed on christmas morning.

Video system requirements will soon change for non-emergency transportation (NET) vehicles carrying Medicaid Beneficiaries in Arkansas. NET Contract (IFB 710-18-1025) states the following minimum requirements for video recording in NET vehicles, effective January 1st, 2019.
• HD 720 p camera
• Minimum 45-day playback/viewing (all footage must be retrievable)
• GPS required on camera
• Interior Recording (The camera must be positioned so all passenger activity is recorded)
